Former City Manager receives over $850,000 payout to top highest-paid employee in 2022

The City of Regina’s two highest-paid employees in 2022 worked less than six months for the organization that year.

According to the public accounts report presented to city council, former City Manager Chris Holden was the city’s highest-paid employee, despite only working for the city for two months in 2022.

On February 7, 2022, council voted 9-1 to fire Holden.

The long-time city employee received $86,722 in regular salary and $849,319 in other remuneration totalling $936,041.

The city’s second-highest employee was Diana Hawryluk, Regina’s executive director of city planning and community development, until March 2022.

Hawryluk worked for the city for more than ten years before the city “mutually agreed to part ways” with her.

Hawryluk earned $82,378 in regular compensation and $253,592 in other remuneration, totalling $335,970.

Remuneration for Holden and Hawryluk included severance, the payout for earned vacation, retirement allowance, car allowance and supplementary pension plan payment.

The full public accounts report shows that 115 city employees earned more than $150,000 in 2022, compared to 93 employees in 2021.

Among that list includes Mayor Sandra Masters, Police Chief Evan Bray and Regina Exhibition Association Limited (REAL) President and CEO Tim Reid.
