Estevan police chief named new Sask deputy chief marshal

ESTEVAN – The provincial government says the Saskatchewan Marshals Service (SMS) is making significant progress towards becoming operational by the end of 2026, and it has its new deputy chief marshal – Estevan Police Chief Richard Lowen.

Lowen officially started as Estevan’s police chief in September 2021. He began his career with the Winnipeg Police Service in 1989, progressing from general patrol to roles such as detective sergeant, staff sergeant, divisional commander and eventually superintendent before moving to the Estevan Police Service to serve as chief.

He was elected president of the Saskatchewan Association of Chiefs of Police in 2023, and he also serves as the Saskatchewan director for the Canadian Association of Chiefs of Police. Among his many accolades, he is a recipient of the Queen Elizabeth II Platinum Jubilee Medal.

Lowen announced his resignation as Estevan’s police chief during the June 11 meeting of the Estevan board of police commissioners, saying he has accepted another job in Saskatchewan law enforcement that he did not disclose. His final day in Estevan will be Aug. 31. 

“Deputy Chief Marshal Lowen comes to us from the Estevan Police Service, where he has served as chief of police since 2021,” Chief Marshal Rob Cameron said. “He brings with him an incredible breadth of experience from his more than 30-year career in policing. I can think of no more suitable candidate to work alongside with as we carry forward the important work of the Saskatchewan Marshals Service.”
