City of Regina proposing 2.2% mill rate increase for 2024 budget

The City of Regina has released its proposed budget for 2024.

Regina’s city administration is proposing a mill rate increase of 2.2 per cent.

The average home valued at $315,000 currently pays $193.67 per month for the municipal portion of their property taxes. With the proposed 2.20 per cent mill rate, that would increase by $4.30 per month.

That increase is broken down into five areas:

It was in December 2022 that the city council received and filed but did not approve a 4.66 per cent mill rate increase for 2024 as part of the city’s first multi-year budget. Since then, the city council approved the one-time dedicated mill rate to support the Eastern Pressure Solution, and in 2022, a reduction in property tax was introduced due to changes in funding for garbage collection, transitioning to a user-fee system through the utility.

In December 2022, city council also approved a four per cent 2024 water rate increase to maintain the utility and fund the renewal of the Buffalo Pound Water Treatment Plant.

In combination with the proposed $4.30 per month mill rate increase, the utility rate increase of four per cent would result in a $6.60 per month increase for residents, as well as the new user fees for garbage and food yard and waste pickup costing residents $8.52 per month. Regina residents could be looking to pay an extra $19.42 per month or a total of $233 for the year.

The City’s proposed budget will be considered by city council on December 14th and 15th, where council will have the ability to make changes to the budget.
